While the CBO convinced Collins that the bill was no good for ME, some Republicans denounced the 40-year old non-partisan Congressional analysts as not being very good at their job. But they are navigating an expanding minefield of resistance from their own party's moderate and conservative wings, while Democrats are united against it. But the CBO score made that target a much steeper, if not impossible, climb as Collins's opposition piled on to that of other conservative and moderate Republicans and threatened to derail the bill during preliminary votes.

But McConnell is still in an uphill battle to sway dissenting Republicans. But they have few options to block it beyond stirring public opposition and mounting pressure on wary Republicans. But because the latest count has at least five Republicans saying they will vote against allowing debate over the bill to proceed, a final vote may not even happen. "So that tells you something", Conway said. "This legislation includes the necessary tools to provide it".

Before the CBO report was released, embattled House Minority Leader Nancy Pelosi claimed on "CBS This Morning" that "hundreds of thousands of people will die if this bill passes". The Urban Institute estimates the reduction of federal enhancement money to the state average in Pennsylvania to be about $1.75 billion annually under the AHCA plan, which senior research analyst Matthew Buettgens said would be comparable to the Senate plan. Senate Minority Leader Charles Schumer, D-NY, said the bill can not be fixed despite McConnell's plan to allow senators to make changes before a final vote.

But Sen. Lindsey Graham, R-S.C. warned against special deals with individual senators in an effort to win their support.

If a bill changes the rules to reduce what government was otherwise expected to spend, that meets the definition of a cut.

The CBO has been regarded over its four-decade history as a source of neutral analyses devoid of political agenda.

McConnell appears far from the 50 of 52 Republicans he needs to vote yes to create a tie that would be broken by Vice President Mike Pence.

Nevertheless, senior Trump aides have repeatedly sought to cast doubt on the budget office's credibility. And maybe you belong, as Secretary Price made clear, maybe you belong in other places.

Health care reform - or more specifically, the GOP's promised repeal and replacement of Obamacare - is at a fever pitch in Washington D.C. right now, and Kellyanne Conway's appearance yesterday on ABC's This Week raised a lot of eyebrows. In fact, as many as 24 million Americans could lose insurance coverage by 2021 if the ACA is repealed.

It would let states ease Obama's requirements that insurers cover certain specified services like substance abuse treatments, and eliminate $700 billion worth of taxes over a decade, CBO said, largely on wealthier people and medical companies that Obama's law used to expand coverage.

American Academy of Pediatrics: "The bill fails children by dismantling the Medicaid program, capping its funding, ending its expansion and allowing its benefits to be scaled back". "States find ways to get their Medicaid billing up". After that, it would begin a three-year phaseout of the federal money that under the ACA has paid nearly the entire cost of adding 11 million Americans to the program's rolls in 31 states.

"I want to work w/ my GOP & Dem colleagues to fix the flaws in (the Affordable Care Act.) CBO analysis shows Senate bill won't do it, " she wrote. 'We are not cutting Medicaid.' Yes you are.

"We believe that Congress should be working to increase the number of Americans with access to quality, affordable health insurance instead of pursuing policies that have the opposite effect", Madara continued.
